    BACKGROUND

    The USAID WBG Communities Thrive project will focus on 55 municipalities located in the West Bank and will aim to improve municipal revenue streams and fiscal management of local government units LGUs increase the accountability and transparency of local governments enhance delivery and management of the municipal services and the effectiveness of local governments' operations and improve the regulatory and policy framework for municipal governance. 

    ROLES AND RESPONSIBILITIES

    Working in close coordination with operations and technical staff and under the direction of Human Resources Manager the Human Resources and Administrative Assistant will be responsible for all reception activities receiving documents and mail filing. This position is based in the Communities Thrive Office in Ramallah.

    MAIN RESPONSIBILITIES AND TASKS

    Maintains calendars and schedules appointments for staff members based on the knowledge of their activities regularly scheduled meetings and ad hoc meetings
    Receives and directs telephone calls and inquiries to appropriate staff members
    Assists with special projects
    Routes communications and responds to routine requests for information
    Schedules regular and ad hoc meetings including reserving conference rooms or other
    appropriate facilities preparing agendas notifying participants setting up equipment and
    assembling background and informational materials
    Receives and controls incoming actions ensuring compliance with deadlines. Sorts and
    distributes correspondence and other mail
    Maintains Human Resources and project files correspondence program documents and reports.
    Prepares files for storage or destruction as appropriate
    Provides phone and other backstopping support to other staff on an as needed basis
    Assists periodically by making photocopies sending faxes and e mails updating leave and travel schedules and receiving visitors
    Prepares packages for courier pickup
    Assists in familiarizing new staff members with the office standards and procedures and or participating in their on the job training
    Maintains leave travel and training schedules
    Maintains address telephone file and visitor's lists
    Maintains files and photocopies documents
    Performs other duties as assigned.
    Contribute to team effort by undertaking additional tasks and responsibilities as requested.


    QUALIFICATIONS MINIMUM REQUIREMENTS

    EDUCATION    
    Bachelor's Degree in a relevant field such as business administration or other related discipline.

    WORK EXPERIENCE    
    Minimum of 4 years' relevant professional experience with at least 2 years of experience in an equivalent position
    Experience on USAID funded projects is highly preferred.

    SKILLS    
    Strong communication and interpersonal skills ability to work with all levels and functions within the company
    Requires an ability to work independently and as part of a team accept responsibility and be extremely discrete with sensitive information
    Must also be able to foster supportive working relationship among all staff
    Strong computer skills.
    Proficient in Microsoft Office package especially Excel Outlook PowerPoint SharePoint and Word

    LANGUAGES    
    Fluent in Arabic excellent English speaking and writing skills.

    GENERAL    
    Highly organized individual able to pay close attention to detail.

    MAIN RESPONSIBILITIES AND TASKS

    Ensures all bathrooms offices bedrooms in residence are clean.
    Washes dishes in kitchens and keep the kitchen clean.
    Cleans ACs with help of maintenance assistant in timely manner.
    Washes curtains rags carpets and other office belonging clothes.

    Ensures the local heater s is timely turned on turned off and are maintained properly.
    Moves items from one place to another in case of need.

    BACKGROUND

    ROLES AND RESPONSIBILITIES

    The Finance Manager will assist the Director of Administration and Finance in overall administrative and financial management for effective and efficient project implementation. This position is based in the Communities Thrive Ramallah Office and will report to the Director of Administration and Finance.

    MAIN RESPONSIBILITIES AND TASKS

    Oversee financial management of the program including but not limited to submission of monthly financial budget forecast and cash flow projections for the project expenses monthly and quarterly reporting monthly submission of financial records to Home Office HO systems strengthening operating budget tracking obligation oversight and adherence to audit financial procedures.
    Facilitate and oversee annual and program budgeting projection meetings in coordination with the Director of Administration and Finance and assist the COP DCOP and technical team leaders to develop monitor and update program technical activity budgets.
    Supervise the Communities Thrive Accountant and assist as needed in the completion of his her tasks.
    Ensure that the financial management of Tetra Tech is kept in a fiduciary proper manner and that all reporting and records are maintained in accordance with Tetra Tech policy or best practices as needed.
    Supervise and participate in the closing and preparation of monthly QuickBooks data files and expense report and make sure that these are sent to HO in accordance with the reporting schedule.
    Assist the DAF in overall administrative and financial management in collaboration with Accountant Procurement Manager and Contracts and Grants Manager.
    Prepare funds requests expenditure reports and other financial documents based on Tetra Tech policies and procedures and USAID rules and regulations governing financial management.
    Responsible for managing overall accounting and financial control systems including QuickBooks.
    Ensure that adequate and appropriate internal controls are in place to meet generally recognized accounting standards.
    Oversee and participate in all finance aspects of grants management including reviewing and analyzing grant proposal budgets and prepare budget comments for applicants and the grants evaluation committee training grantees on financial reporting templates and financial management of funds   review and audit grantee financial reports ensuing compliance with grant agreement requirements etc. Manage bookkeeping bank accounts and cash flow to ensure sufficient funds are available for implementation.
    Maintain fiscal monitoring controls on petty cash and bank accounts.
    Support tracking of taxes paid to the PA through local purchases and preparation of required reports for USAID as needed.
    Prepare financial reports in response to information requests from COP DAF Tetra Tech or USAID.
    Maintain regular contact with Tetra Tech Home Office support staff including Project Manager Deputy Project Manager Project Accountant Billing Specialist and other assigned staff.
    Liaise with the Tetra Tech Project Accountant Billing Specialist on accounting issues as needed to ensure compliance with Tetra Tech policies and procedures and USAID rules and regulations.
    Contribute to team effort by undertaking additional tasks and responsibilities as requested.


    QUALIFICATIONS MINIMUM REQUIREMENTS

    EDUCATION
    Bachelor's Degree in a relevant field such as accounting finance administration or other related discipline.

    WORK EXPERIENCE
       
    Minimum of 7 years' relevant professional experience with at least 4 years of experience directly managing financial policies and practices for a donor project
    Strong familiarity with USAID rules and regulations with regards to procurement management
    Experience on USAID funded projects is highly preferred.

    SKILLS    

    Strong communication and interpersonal skills ability to work with all levels and functions within the company
    Requires an ability to work independently and as part of a team accept responsibility and be extremely discrete with sensitive information
    Must also be able to foster supportive working relationship among all staff

    ROLES AND RESPONSIBILITIES

    The Driver and Logistics Specialist will assist the Director of Administration and Finance in overall administrative management for effective and efficient project implementation. This position is based in the Communities Thrive Ramallah Office and will report to the Director of Administration and Finance.

    MAIN RESPONSIBILITIES AND TASKS

    Responsible for the project vehicle logistics maintenance fueling cleaning recordkeeping etc.
    Provide driving services to project staff consultants and others as requested.
    Provide messenger and delivery pickup services.
    Assist and participate hands on in project administration and finance activities assigned by the Manager for example but not limited to

    Provide copying binding services
    Escort maintenance service providers while on the project premises
    Assist with office equipment maintenance needs.
    Monitor the cleaning services contracted by the project.
    Perform office errands.

    Coordinate logistical support for implementation of events and workshops including arranging lodging meals equipment supplies transportation travel arrangements and purchases needed for the development of the events etc.
    Coordinate and facilitate daily logistical support as well as additional support arising out of meetings workshops and conferences on ad hoc basis.
    Assist Procurement Manager in ensuring the adequate supply proper organization storage inventory and recording of all project furniture and equipment.
    Assist in establishment of procedures for the proper control adequate security and required authorizations for internal office equipment and materials release and return.
    Contribute to team effort by undertaking additional tasks and responsibilities as requested.


    QUALIFICATIONS MINIMUM REQUIREMENTS

    EDUCATION    
    High School Degree

    WORK EXPERIENCE    

    Minimum of 5 years' relevant professional experience as a driver for a project or an organization.
    Valid Israeli yellow plated driver's license and a clean driving record.
    Experience supporting USAID funded projects preferred.

    SKILLS     Strong communication and interpersonal skills ability to work with all levels and functions within the company
    Requires an ability to work independently and as part of a team accept responsibility and be extremely discrete with sensitive information
    Must also be able to foster supportive working relationship among all staff

    LANGUAGES    
    Fluent in Arabic excellent English speaking and writing skills.

    ROLES AND RESPONSIBILITIES

    The IT Manager is responsible for providing a wide range of networking and computer support services to the Communities Thrive project staff. He She will be responsible for troubleshooting maintaining and updating staff workstations as well as diagnosing and resolving network and server connectivity issues monitoring the implementation of IT related subcontracts providing relevant expertise to various partners and stakeholders and fulfilling other IT related duties as assigned. This position is based in the Communities Thrive Project Office in Ramallah and will report to the Director of Administration of Finance or his her designee.

    MAIN RESPONSIBILITIES AND TASKS

    Diagnose problems by phone through email and in person and provide immediate support to staff IT related issues.
    Instruct users on appropriate action where possible or take notes and research resolution.
    Provide timely effective support IT technical assistance to all project staff.
    Create escalate monitor and close troubleshooting issues provide repair estimates and status reports to end users.
    Establish and maintain a project server and LAN in Communities Thrive Office and ensure its proper and effective use.  Ensure the maximum use of the shared resources on the LAN.
    Develop systems policies and procedures to reduce inappropriate use of Tetra Tech computers and Telecommunications equipment.
    Ensure that all Telecommunications equipment is functional and that it is used effectively.

    Develop systems and procedures to ensure timely repair and maintenance of IT Telecommunications equipment.
    Repair laptops desktop PCs printers and other office equipment and or coordinate with service providers for any necessary external out of office repair.
    Responsible for new technology rollouts and upgrades and liaising with the Home Office IT team to ensure that all Communities Thrive users have appropriate support for their IT needs.
    Maintain network and system security via various endpoint protection and firewalls.
    Configure and manage trusted networks.
    Help users with installation and ongoing support.
    Diagnose network bottlenecks.
    Deploy monitor and maintain wired wireless networks.
    Liaise with branches regarding network faults or reports.
    Responsible for installing and operating multi site Video Teleconference System VTC if required by the Project.
    Ensure that a telephone system is installed and operating efficiently.
    Carry out other duties as assigned by the Director of Administration and Finance DCOP and COP.


    QUALIFICATIONS MINIMUM REQUIREMENTS

    EDUCATION    
    Bachelor's Degree in a relevant field such as computer science or other related discipline.

    WORK EXPERIENCE    
    Minimum 5 years' relevant professional experience supporting ICT projects and activities with at least 3 years' serving a lead IT expert or manager for an organization Experience supporting donor funded projects is preferred.

    SKILLS    
    Strong communication and interpersonal skills ability to work with all levels and functions within the company

    MAIN RESPONSIBILITIES AND TASKS

    Manage the provision of technical support to improve municipal service delivery financial management participatory development and implementation of national level priorities and guidelines in the assigned region.

    Support LGUs in establishing or improving mechanisms to improve good governance transparency and accountability to the citizens.
    Support LGUs in establishing sound public private partnerships with relevant private sector firms in the assigned region.

    Prepare weekly and or other reports as requested by the supervisor.

    QUALIFICATIONS MINIMUM REQUIREMENTS

    EDUCATION    
    Master's Degree in a relevant field such as Urban Planning Public Administration Business Administration or other related discipline.

    WORK EXPERIENCE    
    A minimum of 10 years of work experience preferably on the implementation of donor funded development projects and at least 5 years of direct experience supporting municipal development and or local governance projects.
    At least five years of progressively responsible supervisory experience including direct supervision and performance evaluation of staff
    Experience on USAID funded projects is highly preferred.

    • Perform Maintenance amp Repair of Thru Tubing and Completion Equipment prior to going offshore.
    • Ensuring all downhole equipment is serviced repaired maintained and tested to the required quality standards. Perform all activity safely and under the supervision of the Thru Tubing and Completion Workshop Supervisor.
    Duties and Responsibilities
      • Perform all required tasks in a safe and professional manner respecting all Weatherford QHSE policies amp practices and ensuring a culture of safe working practices is emanated in the workplace. House keeping in particular of the work shop area including storage of shop tools used during the work day.
      • Assist in creating amp maintaining accurate working instructions for all Thru Tubing and Completion products.
      • Check equipment in when it comes in from locations satellite countries noting serial asset numbers unloading equipment from shipping basket container. Ensure 3rd party rental equipment is identified and promptly returned. Use of data logger for JDE where applicable. Reporting correctly this information to Thru tubing Workshop Supervisor documented TT IMS where applicable in a timely manner. Including the reporting of DBR tools or component there off post 3rd party inspection services.
      • Stripping and cleaning of all Thru Tubing and Completion downhole equipment as per Thru Tubing and Completion Tech units and following the prescribed Thru Tubing and Completion IMS processes for MENA.
      • Coordinating through internal and 3rd party thread inspection services in accordance with requirements. Advising inspections for Thru Tubing and Completion tools highlighting critical wear parts on the tools where necessary as per Quality amp Thru Tubing and Completion IMS system. If spare parts from inventory are used to return the tool to a ready to use condition parts issued should be accurately recorded as per JDE to maintain 100 accuracy in Thru Tubing and Completion inventory.
      • Assembling amp testing of Thru Tubing and Completion downhole equipment recording parameters as per Thru Tubing and Completion IMS system.
      • Preparing equipment load outs kitting out shipping baskets amp workshop containers with equipment for operations. Ensuring all equipment is loaded and secured safely.
      • Perform full strip down visual inspection assembly and testing of Thru Tubing and Completion downhole motors in accordance with Weatherford Working Instructions amp Technical Units for CTD eCTD amp Macdrill motors.
      • Maintaining preparing amp testing Thru Tubing and Completion mechanical packers amp inflatable plugs packers in accordance Weatherford technical manuals amp Weatherford working instructions.
      • Moving of equipment amp parts around the workshop facility by means of a forklift truck or overhead crane and transporting equipment via a company vehicle.
      • Work with workshop Supervisor to ensure repairs and manufacture of equipment with 3rd party vendors is completed followed up reporting of damages as soon as possible so proper disposal amp invoicing to client can be completed

      • Actively Learn New Data Logger Inventory Control System practice with the assistance mentoring of the Thru Tubing and Completion Workshop Supervisor.
      • Any other delegated responsibilities as instructed by Line Management within the timeframe specified in a safe and efficient manner to meet business requirements provided the instruction is reasonable and you are capable and deemed competent to fulfill these.

    JOB DESCRIPTION
    JOB SCOPE
    The Crew Chief has obtained the necessary skills and knowledge in order to safely perform a variety of complex Wireline services. The expectation at this level is to perform tasks without direct supervision and without the assistance of others. Duties and responsibilities include driving heavy vehicles servicing and maintaining tools and equipment and assisting the Field Engineer Specialist with well site operations.
    The employee has obtained the necessary skills and knowledge and is capable of working autonomously on tasks covering advanced services in Open Hole and or Cased Hole domains. Additionally they should demonstrate leadership and contribute towards improvement of safe work practices service quality and efficiency
    DUTIES amp RESPONSIBILITIES not listed in any particular order
    • Completion of all related competencies proficiency and training required to successful reach this level as detailed on Wireline Career Progression document.
    • Utilize Wireline documentation databases and other online training systems.
    • Prepare and supervise operators crew on the preparation of tools and equipment and complete paperwork requirements.
    • Demonstrate in depth knowledge and understanding of Wireline operations policies amp procedures which may include Radiation Ballistics Pressure Control rig up and preventative maintenance.
    • Perform and supervise operators crew on tasks associated with a typical Wireline job which include planning and preparation load out and backload rigging clean up and basic maintenance of tools equipment and Wireline units.
    • Demonstrate the knowledge and skills to perform and mentor wireline services at the location which may include tools and equipment in some of the technology groups into Open Hole and or Cased Hole domains.
    • Direct responsible for the Winch Activity of Wireline Unit during all duration of the field operation.
    • Perform Wireline cable tests and re heads and preventative maintenance.
    • Demonstrate knowledge and ability to perform various Wireline functions including winch operation basic depth control and tension.
    • Drive and mentor other crew operator's members on driving Weatherford vehicles as required to perform the job.
    • Maintain and supervised the maintenance of equipment facilities and work locations in a presentable and working condition.
    • Maintain up to date practices and promptly report issues hazards and best practices to the supervisor.
    • Know and fully understand Weatherford Quality Policy and comply with all requirements of the Quality Systems Manual Operating and Technical Procedures and Workplace Instructions.
    • Must understand and comply with all safety rules and company policies of Weatherford.
    • Work assignments carried out to the highest quality level.
    • Perform various other duties and activities as assigned by supervisor within the physical constraints of the job.

    QUALIFICATIONS
        • High School Diploma or GED
        • Ability to communicate in native language

        • Weatherford Safety Training as required
        • Weatherford Wireline certificates for Radiation Explosives and Pressure Control.
        • Previous 2 4 years Wireline experience
