    Human Resources Manager Operations ndashBased Sanarsquoa
    Position Objectives
    The HR Manager will assist the HR Director on assessments HR strategy coordinate recruitment develop robust systems policy and practice on people management in a complex emergency. nbspThe role is expected to work closely and mentor the national HR Manager to manage the day to day management of the HR function such as attendance management leave management recruitment and selection employee insurance and payroll. Ensures the effective implementation of HR policies and procedures and will be accountable for ensuring the implementation of HR policy and practice consistent with Save The Children and compliant with local labor regulations. Supervise in effective implementation and management of HRIS. The HR Manager will be required to make decisions independently within the scope of the HR function influenced by human resources issues policies and compliance with local Yemen labor law. The HR Manager will provide direct support and supervision to HR staff with the Sanarsquoa main office as well as dotted line supervision to the HR function within the field offices.

    Key areas of accountability

    Capacity Buildingnbsp
    bullnbspnbsp nbspDevelop the capacity of the HR Team in the areas of industrial relations management recruitment and selection staff development strategies HR Systems Policy and procedure development and implementation
    HR Operations management
    bullnbspnbsp nbspImplement Human Resource policies in support of organizational goals and ensure the consistent application and interpretation of existing policies through appropriate consultation coaching and communication.
    bullnbspnbsp nbspEnsure that all HR Officers in Sanaa and in the Field have an understanding of Human Resources procedures through coaching and mentoring
    bullnbspnbsp nbspSupervise the effective attendance of staff in all offices and work closely with line managers to manage attendance.
    bullnbspnbsp nbspMonitor sickness and absence levels and provide monthly management reports to the Human Resources Director
    bullnbspnbsp nbspEnsure that all staff follow the proper leave and absence procedures and that all forms are accounted for in all offices keeping an oversight of all leave trackers.
    bullnbspnbsp nbspBe responsible for the management of HR information systems for CO staff through effective coordination with Area HR team.
    bullnbspnbsp nbspEnsure that all staff have personal files that are up to dated contact details etc
    bullnbspnbsp nbspEnsure the provision of good quality appropriate and clearly communicated advice to line managers on all aspects of the HR policies and procedures.

    Recruitment and Selection
    bullnbspnbsp nbspManage the day to day recruitment and selection function for the CO to ensure that adequate staffing is maintained for successful program delivery through effective recruiting processnbsp
    bullnbspnbsp nbspMonitor the consistent application of the grading system and ensure and correct assignment of salary grades to job titles within the SCI grading structure.
    bullnbspnbsp nbspMaintain an overall oversight of all recruitment trackers for the Field Offices and guide the Area Admin Offices on effective and efficient timelines.
    bullnbspnbsp nbsp Work closely with recruiting managers in Area Offices to the right job descriptions proper authorization and application of recruitment procedures are followed and right timing for recruiting activity.
    bullnbspnbsp nbspWork closely with the Programme team to ensure the smooth coordination facilitation and integration nbspof emergency response staff with that of the normal programme staffnbsp
    bullnbspnbsp nbspWork closely with the Emergency Response Team Leader and SMT to plan and execute for Emergency Response staffing needs.nbsp

    bullnbspnbsp nbspManage the processing of the payroll for SCI staff and ensure accuracy of data being submitted
    bullnbspnbsp nbspFollow up with the insurance company on all queries relating to medical and life insurance and ensure that the organization gets value for money.
    bullnbspnbsp nbspManage health issues and medical referrals.
    bullnbspnbsp nbsp Assist with the annual salary review process as and when required.
    bullnbspnbsp nbspManage the information held on the HR database and personnel files to ensure it is updated in a
    bullnbspnbsp nbspTimely and accurate manner and complies with any legal or data protection policies.
    Other
    bullnbspnbsp nbspComply with Save the Children policies and practice with respect to child safeguarding code of conduct safety and security fraud and other relevant policies and procedures.

    Requirements
    bullnbspnbsp nbspBachelor of Science Degree in Human Resources Business Management Administration or equivalent
    bullnbspnbsp nbspAt least 5 years work experience in Human Resources
    bullnbspnbsp nbspPrevious experience in international organizationcompany is preferable
    bullnbspnbsp nbspCrosscultural experience understanding and sensitivity
    bullnbspnbsp nbspExcellent organizational and time management skills
    bullnbspnbsp nbspExcellent interpersonal and written and oral communication skills
    bullnbspnbsp nbspComputer literate with high degree of proficiency and productivity
    bullnbspnbsp nbspAbility to work comfortably and effectively either at own initiative or under direction
    bullnbspnbsp nbspFluency in both Arabic and English written and spoken
    bullnbspnbsp nbspAbility to work in a teamindependently.

    Desirable
    bullnbspnbsp nbspPrevious HR experience in INGOs is preferable.
