NGO PRESENTATION
Handicap International is an independent and impartial international aid organisation working in situations of poverty and exclusion conflict and disaster. Working alongside persons with disabilities and other vulnerable groups our action and testimony are focused on responding to their essential needs improving their living conditions and promoting respect for their dignity and their fundamental rights.
It operates as a federation made up of a network of associations that provide it with human and financial resources manage its projects and implement its actions and social mission.
Handicap International is divided into 3 operational departments

PROGRAMME OBJECTIVES
HI implementation
After a first round of assessment on March 2012 HI emergency division is implementing since May 15th an emergency intervention for the most vulnerable people affected by the Syrian crisis in Jordan and Lebanon aiming at supporting persons with injuries and other vulnerable groups including persons with disabilities. HI is addressing those issues through community outreach and benefits from the trust of both communitiesâ?? representatives local stakeholders and other field implementing organizations.
HI regional strategy
HI decided to develop and strengthen a regional strategy along 5 central points

Northern Syria
HI intervention in North Syria started in January 2013 through physical rehabilitation with implementation of a rehabilitation center in North Syria and setting up of mobile teams covering camps communities and several hospitals in the area of intervention.
Handicap International has designed an operation aiming at improving the response to the needs of persons with injury andor disability and reducing their vulnerability by addressing their basic needs and specific needs.
Actual activities
The situation of the most vulnerable persons leads to implement a 4 dimensions intervention
1. Identification of PwI and or Disabilities at Hospital care houses camps and communities levels
2. Provision of rehabilitation care to PwI PwDs and their caregiver including training and counselling distribution of Assistive and Mobility Devices provision of PampO appliances
3. Direct provision of tailored psychosocial support sessions at HI Rehabilitation Center camps and Community level
4. Education to the risks and effects caused by conventional weapons
DESCRIPTION
MAIN RESPONSABILITIES OF THE EXPATRIATE
Under the direct responsibility of the Head of Mission and with the support of the Logistics Referent in HQ you will be responsible for
â??Ensure the respect of HI and donor Logistics guidelines on the mission
â??Openingshut down at logistical level any HI base in the country and ensure their regular maintenance
â??Supervise and provide a logistical support to the different HI bases and projects run into the country
â??Ensure the respect of HI security guidelines on the mission
â??Coordinate the logistics activities all over the mission by being in support and in close collaboration with the project staff and the support staff
â??Manage directly the logistics national staff
â??Report on regular basis about all logistics activities within the mission to the head of mission
MAIN TASKS OF THE EXPATRIATE
REPRESENTATION
â??You are the direct interlocutor of Handicap International towards providers and companies for all issue related to logistics and security
â??You participate actively to logistics and information meetings
GENERAL COORDINATION
â??Setup coordination routine system to ensure a smooth diffusion of relevant information at mission level
â??Manage logistics support in collaboration with logisticians and advice specifically to the Project team on regular basis.Frequent movement have to be expected between the different bases
PURCHASE MANAGEMENT
â??Ensure the respect of HIAtlas purchase procedure
â??Identify and plan the mission purchases in collaboration with logisticians and Project Managers
STOCKS MANAGEMENT
â??Ensure the respect of HIAtlas stock management procedure
â??Manage regular inventory for the different items stored within the mission
â??Plan the stock supplying according to local constraints
VEHICLE MANAGEMENT AND MAINTENANCE
â??Ensure the respect of HIAtlas vehicle management procedure
â??Supervise the general follow up of the mission vehicles
â??Ensure a regular maintenance on the different vehicle of the mission setup appropriate maintenance contract with supplier or ensure an appropriate repair process with local technicians
SECURITY MANAGEMENT
â??Ensure the respect of the security guideline adopted on the mission the good functioning of the relative tools and process and the correct use and acknowledge from all the members of the mission in close links with head of mission
â??Work in close collaboration with the head of mission for all security issues
TEAM MANAGEMENT
â??You ensure strict application and respect of the Internal Regulation by your related staff. You can suggest to the administrator precisionadaptation of certain rules taking into account the specific context of the mission
â??You define with each member of your staff his action plan and delay for reaching defined goals
REPORTING
â??Centralize all logistics information available on the mission and consolidate a monthly report to be delivered to the head of mission amp the HQ Technical Referent.
â??Prepare a weekly report to be delivered to the HoM
PROFIL
â??High degree diploma is recommended in Logistics
â??Strong experience in the related field minimum 3 years
â??Experience in NGO compulsory preferably in emergency context
â??English mandatory oral and written. Turkish would be a very strong asset
â??Strong interpersonal and intercultural skills
â??Ability to work under high pressure with a great level of personal organisation
â??Diplomacy sense
