Handicap International is an independent and impartial international aid organisation working in situations of poverty and exclusion conflict and disaster. Working alongside persons with disabilities and other vulnerable groups our action and testimony are focused on responding to their essential needs improving their living conditions and promoting respect for their dignity and their fundamental rights.
It operates as a federation made up of a network of associations that provide it with human and financial resources manage its projects and implement its actions and social mission.
Handicap International is divided into 3 operational departments

MISSION CONTEXT
A critical humanitarian situation
According to UN latest figures about 11 million people are affected by the crisis within Syria with about 6.5 million IDPs and about 3 million have sought refuge in neighboring countries . The current humanitarian response is far from answering to most urgent needs growing by the day with a partial coverage only.
More than 3 years after the initial start of the crisis numbers of injured within Syria and neighboring countries is still rising with a patent lack of immediate rehabilitation and psychosocial relief.
In addition local communities and displaced communities are exposed to a high level of contamination from Explosive Remnants of War such as unexploded bombs cluster munitions manmade booby traps and landmines. There is urgent need for a comprehensive Mine Action approach which includes dissemination of risk education collection of data on victims impacted areas as well as clearance and disposal of ERW where possible.
Voluntary returns and pendulum movements are hurrying the need for the delivery of Mine Action services.
PROJECT OBJECTIVES
Koban?Š Northern Syria
HI intervention in Koban?Š started in May 2015 following a technical assessment by HIâ??s senior Mine Action Technical advisor. Handicap International deployed 2 Quick Response Teams made up of existing local capacity and managed by 2 international EOD experts. The aim is to provide onsite continuous training of these 2 teams whilst carrying out clearance of high impacted areas in and around Koban?Š town. Risk Education and Data Collection teams are also deployed to deliver safety messages to local population and returnees.
Actual activities
1. Recruitment training and deployment of 2 Quick Response Team for clearance.
2. Identification of high priorities areas for clearance in coordination with local authorities.
3. Clearance of identified areas including safe disposal of items of ERW.
4. Reduction to the risks and effects posed by ERW through Risk Education
DESCRIPTION
MAIN RESPONSABILITIES OF THE EXPATRIATE
Under the direct responsibility of the Head of Mission and in close cooperation with the coordination team on the North Syria mission heshe will be in charge of
Represent Handicap International towards local authorities and partners at local level
Managing the HI Mine Action response in Koban?Š Influence strategic direction of the response in coordination with the HoM and the Chief of Ops
Ensure security of the staff members operations and means related to the program under hisher responsibility in strong coordination with the security officer
Ensure application and respect of logistics accountability and financial procedures based on the direct supervision and support of Administrative and Logistics Managers
Ensure the operational management of the team placed under hisher responsibility
Ensure smooth and regular reporting of activities by all member of your team
MAIN TASKS OF THE EXPATRIATE
REPRESENTATION OF HI BY DELEGATION FROM THE HOM
â??Represent HI with local authorities in the respect of HI mandate and image and within the frame defined with HoM
â??Represent HI with humanitarian actors present in the zone
PROGRAMME IMPLEMENTATION AND DEVELOPMENT
â??Coordinate the development of the programmer strategy and new orientations in coordination with the Chief of Operations and the HoM
â??Identifies and seek out funding opportunities for humanitarian mine action and projects that support the heald and disability sector in line with the regional programmer objectives and strategic plan
SECURITY MANAGEMENT
â??In close coordination with the Chief of Ops and the Senior Technical Advisor at HQ ensure that the Standard Operational Procedures are in place up to date and implemented
â??Manages all cross border issues with the support of HOM and Security Officer
LOGISTIC SUPERVISION
â??Supervises the management of the base amp all other field bases
â??Supervises management of HI Equipment
â??Supervises management of transports and vehicles
ADMINISTRATIVE AND FINANCIAL SUPERVISION
â??Supervises the Administrative officer
â??Supervises administrative issues of HI intervention at local level for the base and other field areas
TEAM MANAGEMENT
â??Responsible for and support the Base Chief of Ops on the field on the strict application and respect of HI internal regulation by the teams
â??Defines with each member of his team under his direct supervision an action plan to achieve objectives that have been defined
PROJECT FOLLOW UP
â??Supervises the Project Manager
â??Supervises the implementation of HI programme in the base and other field areas in accordance with multiple objectives activities and targets outlined within donor proposals in line with programme budgets and with a particular attention to quality and integrated approach
REPORTING ON THE ABOVE MENTIONED ACTIVITIES
â??Facilitates regular reporting on activities to the HoM upon hisher solicitation
â??Participates to intermediate and final project reporting
PROFIL
Educational background and experiences
â??Minimum 3 years in the humanitarian field with at least one experience as field coordinator in an INGO
â??Experience in emergency and postemergency contexts.
â??Strategic level planning ability
â??Ability to work under high pressure with a great level of personal organisation
â??Strong communication analysis and reporting skills Experienced team manager
â??Knowledge of Near East an asset
â??English mandatory oral and written
