Job Purposenbsp
The Program officer has responsibility for the management of the emergency health program at governorate level including the provision of technical support training and capacity building representation of the program in external meeting Coordination with MOPHP supervision of whole project report writing.
Key AREAS OF ACCOUNTABILITYnbsp
bullnbspnbsp nbspUnder the direct guidance of the expatriate health program manager ensure the effective management and development of the emergency health program assessment monitoring review and evaluation of the situation and program and within the framework of the overall SC emergency response.nbsp
bullnbspnbsp nbspMonitor disease prevalence and development through surveillance systems strengthen response mechanisms for health problems and assess the need for additional health activities.
bullnbspnbsp nbspProvide technical support to SC staff partners and government authorities on the planning implementation and management of the emergency health programs disease surveillance and health information services.nbsp
bullnbspnbsp nbspEnsure appropriate drug management procurement working with the health and logistics teams.
bullnbspnbsp nbspProduce high quality reports for SC within agreed reporting schedules as required.
bullnbspnbsp nbspRepresent SCI to government the health cluster and other international and national agencies and donors ensuring SCI emergency health response is coordinate with these bodies.
bullnbspnbsp nbspComply with all relevant Save the Children policies and procedures with respect to child protection health and safety equal opportunities and other relevant policies.
bullnbspnbsp nbspGeneral supervision for all Health programs in sanaa with overall technical guidance of health team.
bullnbspnbsp nbspTo hold weekly meeting with Project officers and program assistant to discuss and share all information between each other and then discuss what has been done and what is plan for the following week. And to report the minutes of this meeting in regular way to central area manager and Health Manager. nbspnbsp
Programme Management amp Development
bullnbspnbsp nbspEnsuring that a coherent and consistent implementation strategy is developed that activities are implemented in accordance with this and that regular monitoring and evaluation takes place. nbsp
bullnbspnbsp nbspTo ensure that the emergency health programme strategy is communicated to the country health team and key concerns and considerations are taken in to account to implement the program.nbsp
bullnbspnbsp nbspTo manage the emergency health programme and implementation of activities according to generally accepted humanitarian and international health standards e.g. Sphere guidelines Red Cross Code of Conduct WHO guidelines and ensuring that links are made across all sectors and that an integrated approach is adopted.nbsp
bullnbspnbsp nbspEnsure that the effectiveness impact and direction of the emergency health programme is continually monitored reviewed and evaluated.
bullnbspnbsp nbspEnsure that good quality periodic reports are produced nbspfor the supervisor.
bullnbspnbsp nbspManage the health programme ensuring financial planning and budgeting monitoring in close coordination with the manager.nbsp
bullnbspnbsp nbspTo manage the daytoday running of the emergency health programme and ensure established systems and procedures are maintained.
Staff Management amp Development
bullnbspnbsp nbspProvide technical support to supervisory staff curative reproductive health public health data base and promote learning based on health program objectives and activities and ensure documentation and sharing of learning with other sectors and programs.
bullnbspnbsp nbspEnsure that appropriate staffing levels are in place and provide regular support supervision and implementation of other staff management processes including staff performance management.
bullnbspnbsp nbspEnsure that staff responsibilities are clearly defined and understood with performance objectives set against work plans and regularly monitored. Ensure that staff requirements are identified and that staff are given every opportunity to increase their competencies capacities and own personnel development.
bullnbspnbsp nbspEnsure effective involvement of staff in running the program through participatory approach to planning implementation monitoring evaluation and decisionmaking.nbsp
bullnbspnbsp nbspEnsure that staff performs well and they are monitored in daily basis to fulfill the indicator of the program.
Representation amp coordination
bullnbspnbsp nbspTo advocate with all partners on improving access to quality health care for vulnerable populations.
bullnbspnbsp nbspTo maintain and strengthen established links with NGOs nbspand other agencies including government ministries and agencies.
bullnbspnbsp nbspWithin delegated authority represent SC and maintain working relationship with relevant host government ministries UN agencies International and local nongovernmental health organizations and the public with regard to the emergency health program.
bullnbspnbsp nbspParticipate in inter agency meetings with a mandate to promote SCrsquos position which is based on local and international best practices and influence policies of Government UN agencies and other humanitarian actors with regards to health.
bullnbspnbsp nbspRepresentation of SC at health and other joint agency and government meetings.nbsp
bullnbspnbsp nbspMaintain regular and effective communication with Head Office based Health Advisors to ensure that learning feeds into SC global work
bullnbspnbsp nbspComply with SC policies and practices with respect to child protection health and safety equal opportunity and other relevant policies and procedures.
bullnbspnbsp nbspEnsure the effective and efficient use of all SC resources in order to keep costs low and ensure safety in the workplace.

QUALIFICATIONS AND EXPERIENCE
bullnbspnbsp nbspQualified public health professional with experience in developing public and primary health care.
bullnbspnbsp nbspExperience in relief and rehabilitation programmes in developing countries with a focus on primary health care including reproductive and sexual health.nbsp
bullnbspnbsp nbspProven ability to manage a programme including management of human and material resources.nbsp
bullnbspnbsp nbspExperience staff training and capacity building of national structures.
bullnbspnbsp nbspUnderstanding rights based approaches and participatory concepts and practical experience in similar context. nbsp
