Search for Common Ground Yemen seeks an experienced evaluator to carry out the formative final evaluation of its project quotThe Teamquot funded by the Dutch Embassy in Sanarsquoa. ldquoThe Teamrdquo is a multipronged peacebuilding campaign in Yemen. At the heart of the initiative is a footballbased dramatic television and radio series that were produced with Yemeni TV and radio production partners. The TV show was accompanied by a national community outreach to promote peace and enhance peaceful dialogue.nbsp
This Terms of Reference TOR defines the work that must be carried out by the external evaluator. It provides a brief outline of the project specifies the scope of the evaluation and outlines the evaluation method.nbsp

Search for Common Ground works to prevent and end violent conflict before during and after a crisis. Search has a 33year track record of equipping individuals and societies to find alternatives to violence. Project Summarynbsp
The TV and radio series of ldquoThe Teamrdquo aimed to communicate positive social messages through the presentation of fictionalized stories of young people of different political tribal sectarian and socioeconomic groups playing football in Yemen. The core metaphor was simple if team members do not cooperate they will not score goals and they will all lose. On the local and national levels the metamessage was that for Yemen to survive and prosper people need to work together as a team not as a collection of individuals or tribal and regional groups. The series told the story of young people who have come together to form a team. The characters will struggle to overcome significant obstacles both on and off the pitch and wind up achieving shared goals. They will serve as positive role models promoting understanding and tolerance. They will demonstrate that instability and violent conflict are not inevitable and that peaceful and winwin solutions are possible.
The TV show is accompanied by a radio drama series with a similar plot themes and structure so as to maximize the reach of the series. The TV and radio drama series were accompanied by an extensive outreach and dialogue campaign targeting 9 governorates Sanarsquoa Taiz Aden Lahj Hodeida Raimah Mareb Hadramout and Ibb that included viewing sessions and public screenings mobile cinema sessions followed by debates in schools universities NGOs youth clubs and local councils as well as mobile cinema to take the series into remote rural areas.nbsp
The project activities took place over the period from November 2013 to November 2015 including a six month no cost extension.
The overarching goal of this project is for young Yemeni men and women to actively participate in promoting citizenship tolerance and gender equality in Yemen.nbsp

Based on OECD DACs Guidance on Conflict Prevention and Peace building available on the web the evaluation will specifically measure effectiveness relevance and sustainability of the project.

Approach and Principles
The evaluator should take a collaborative approach with the SFCG team in order to develop and refine the evaluation methodology.nbsp

Methodologynbsp
The methodology will be a mixed one employing qualitative and quantitative data collection. Methods and tools used at baseline will also be used at the evaluation with additionsedits made to cover for final evaluation specific questions as per this ToR. In addition to the existing baseline tools the evaluation should also verify and document any success stories highlighted during the monitoring of the project.nbsp
In terms of order of data collection the quantitative data is expected to be collected and entered first with basic interpretation of it to allow for revision of qualitative tools in a way that allows for those tools to cover in depth the triggers driving the quantitative data findings.

Both quantitative and qualitative data will be analyzed with a gender target group and district level lenses the report narrative as well as any graphs should reflect this multilevel analysis. The qualitative and quantitative findings are expected to be synthesized together per indicator of theme and not presented separately in the report. It is important for indicator findings to be compared to baseline findings and presented accordingly.

Target Locations
This evaluation will investigate two principal target groups Yemeni youth nbspand the facilitators who were trained and who led viewing and listening sessions for radio and TV programs. nbspIt will cover 5 of the 9 governorates which Search for Common Ground works in throughout Yemen. The current selected governorates are Sanarsquoa Taiz Hodeida Raimah and Aden to achieve a balance of rural and urban locations from both the north and south of Yemen. These governorates may be revised in consultation with the hired evaluator to take into account security concerns. The finalized analysis and report writing will take place in the evaluatorrsquos home location.nbsp

Timeframe
The evaluation should be conducted in maximum of 6 weeks starting early June 2015 exact start dates negotiable however the duration is nonnegotiable. The hired consultant will negotiate final dates and deadlines with the SFCG Country Director for Yemen.
The Evaluation Teamnbsp
The evaluator will be working closely with SFCG Yemen DMampE unit and the project team. They will be expected to design the inception report all data collection tools and to conduct fieldbased as well as officebased focus groups and interviews as described in the methodology. They will also analyze all collected data and write a final report be submitted to the SFCGYemen office. At the beginning of the evaluation period a detailed plan will be constructed and finalized with consultation of the SFCG Design Monitoring and Evaluation staff.nbsp
The evaluators should expect multiple revisions by SFCG staff of all tools and all reports and plans developed.
