Description
- Support the Head of
Procurement & Contracts to Manage Directs and supervises the activities of
personnel in the Contracts Department when required. Performs supervisory
functions and exercises financial authority at the level established by
Management.- Supervise and directs the preparation and finalization of
contracts ensuring company's interests are safeguarded.- Develop contract
policy including special provisions, terms and conditions to ensure compliance
with appropriate laws, regulations, corporate policies and business unit
procedure.- Advise business units/departments regarding contract procedures,
Company policies, standards, general principles to be adopted strategies for
packaging of scopes of work, time scales and priorities, types of contracts
available, interpretation of Company policy affecting contracts, etc.- Attend
Tender Committee (TPC) meetings as secretary for the committee, documenting the
meetings and is in charge for all administration activities of the committee.-
Maintain confidentiality and observe data protection and associated guidelines
where appropriate.- Control and monitor contracts documentation process to
ensure timely and coordinated submittal.- Understand and comply with
governmental legal terms and policies.- Coordinate and assists line departments
on contractual issues and resolve issues with contractors/vendors.- Ensure
contract records and files are maintained documenting contract performance and
compliance.- Support contract audit and facilitate business unit contradiction
trends.- Negotiate with suppliers to draw up procurement contracts: Negotiates,
administers, extends, terminates, and renegotiates contracts.- Formulate and
coordinates procurement proposals including complex RFPs/RFQs.- Direct and
coordinates activities of category management groups engaged in formulating bid
proposals.- Evaluate or monitors contract performance to determine necessity
for amendments or extensions of contracts, and compliance to contractual
obligations.- Approve or rejects requests for deviations from contract
specifications and delivery schedules.- Arbitrate claims or complaints
occurring in performance of contracts.- Analyze price proposals, financial
reports, and other data to determine reasonableness of prices.- Monitor and
control contracts progress / payment terms to ensure fulfillment of obligations
by contractors.- Plan, direct, supervise, and coordinate work activities of
subordinates.- Supervise the activity of contract professionals in terms of
review and preparation of routine contract documents in accordance with
corporate policy.- Understand business cases and have an appreciation of
financial/Analytical issues and profit and loss implications.
Profile
- Bachelor Degree in
Law with specialty in procurement & contract from recognised University is
essential (MCIPS desirable)- Master's Degree desirable- 5+ years relevant
procurement and contract management experience in a large setting (Healthcare
preferable)- Working experience in a well-developed computerised ERP
environment
