NGO PRESENTATION
Handicap International is an independent and impartial international aid organisation working in situations of poverty and exclusion conflict and disaster. Working alongside persons with disabilities and other vulnerable groups our action and testimony are focused on responding to their essential needs improving their living conditions and promoting respect for their dignity and their fundamental rights.
It operates as a federation made up of a network of associations that provide it with human and financial resources manage its projects and implement its actions and social mission.
Handicap International is divided into 3 operational departments

PROGRAMME OBJECTIVES
HI implementation
After a first round of assessment on March 2012 HI emergency division is implementing since May 15th an emergency intervention for the most vulnerable people affected by the Syrian crisis in Jordan and Lebanon aiming at supporting persons with injuries and other vulnerable groups including persons with disabilities. HI is addressing those issues through community outreach and benefits from the trust of both communitiesâ?? representatives local stakeholders and other field implementing organizations.
HI regional strategy

Northern Syria
HI intervention in North Syria started in January 2013 through physical rehabilitation with implementation of a rehabilitation center in North Syria and setting up of mobile teams covering camps communities and several hospitals in the area of intervention.
Handicap International has designed an operation aiming at improving the response to the needs of persons with injury andor disability and reducing their vulnerability by addressing their basic needs and specific needs.
Actual activities
The situation of the most vulnerable persons leads to implement a 4 dimensions intervention
1. Identification of PwI and or Disabilities at Hospital care houses camps and communities levels
2. Provision of rehabilitation care to PwI PwDs and their caregiver including training and counselling distribution of Assistive and Mobility Devices provision of PampO appliances
3. Direct provision of tailored psychosocial support sessions at HI Rehabilitation Center camps and Community level
4. Education to the risks and effects caused by conventional we
DESCRIPTION
MAIN RESPONSABILITIES OF THE EXPATRIATE
Under the direct responsibility of the Head of Mission and in close cooperation with the coordination team on the North Syria mission heshe will be in charge of
Assessment amp launch of new project location. Influence strategic direction of mission as part of the core coordination team with the Head of mission as appropriate for programme strategy reporting security logistics and administration issues
Ensuring the coordination of the program implemented in your area
Representing Handicap International towards local authorities and partners at local level
Ensuring application and respect of logistics accountability and financial procedures based on the direct supervision and support of Administrative and Logistics Managers
Ensuring the operational management of the team placed under hisher responsibility
Ensuring the security of the staff members operations and means related to the program under hisher responsibility in strong coordination with the security officer
Ensuring smooth and regular reporting activities by all member of your team toward coordination team
MAIN TASKS OF THE EXPATRIATE
REPRESENTATION OF HI BY DELEGATION FROM THE HOM
â??Representation toward local authorities in the respect of HI mandate and image and in the frame defined with HoM
â??Networking and representation towards humanitarian actors present in the zone
SECURITY MANAGEMENT
â??Follow up of security situation and alert in case of incident
â??Manages all cross border issues with the support of HOM and Security Officer
LOGISTIC SUPERVISION IN CLOSE LINK WITH THE LOGISTIS COORDINATOR
â??Supervises the Logistics officer
â??Supervises the management of the base amp all other field bases
â??Supervises management of HI Equipment
ADMINISTRATIVE AND FINANCIAL SUPERVISION IN CLOSE LINK WITH ADMINISTRATIVE COORDINATOR
â??Supervises the Administrative officer
â??Supervises administrative issues of HI intervention at local level for the base and other field areas
TEAM MANAGEMENT
â??Responsible for and support the Base Managers on the field on the strict application and respect of HI internal regulation by the teams
â??Defines with each member of his team under his direct supervision an action plan to achieve objectives that have been defined
PROJECT FOLLOW UP SUPERVIZING PROJECT MANAGER AND IN LINK WITH HOM AND TECHNICAL ADVISORS
â??Supervises the Project Manager
â??Supervises the implementation of HI programme in the base and other field areas in accordance with multiple objectives activities and targets outlined within donor proposals in line with programme budgets and with a particular attention to quality and integrated approach
REPORTING ON THE ABOVE MENTIONED ACTIVITIES
â??Facilitates regular reporting on activities to the HoM upon hisher solicitation
â??Participates to intermediate and final project reporting
â??Provides a monthly sitrep to HoM
PROFIL
Educational background and experiences
â??Minimum 3 years in the humanitarian field with at least one experience as field coordinator in an INGO
â??Experience in emergency and postemergency contexts.
â??Strategic level planning ability
â??Ability to work under high pressure with a great level of personal organisation
â??Strong communication analysis and reporting skills Experienced team manager
â??Proper knowledge of Near East an asset
â??English mandatory oral and written
â??Arabic language skills will be an added value
â??Professional sense of security and confidentiality
â??Strong interpersonal and intercultural skills
