NGO PRESENTATION
Handicap International is an independent and impartial international aid organisation working in situations of poverty and exclusion conflict and disaster. Working alongside persons with disabilities and other vulnerable groups our action and testimony are focused on responding to their essential needs improving their living conditions and promoting respect for their dignity and their fundamental rights.
It operates as a federation made up of a network of associations that provide it with human and financial resources manage its projects and implement its actions and social mission.
Handicap International is divided into 3 operational departments

PROGRAMME OBJECTIVES
HI implementation
After a first round of assessment on March 2012 HI emergency division is implementing since May 15th an emergency intervention for the most vulnerable people affected by the Syrian crisis in Jordan and Lebanon aiming at supporting persons with injuries and other vulnerable groups including persons with disabilities. HI is addressing those issues through community outreach and benefits from the trust of both communitiesâ?? representatives local stakeholders and other field implementing organizations.

Northern Syria
HI intervention in North Syria started in January 2013 through physical rehabilitation with implementation of a rehabilitation center in North Syria and setting up of mobile teams covering camps communities and several hospitals in the area of intervention.
Handicap International has designed an operation aiming at improving the response to the needs of persons with injury andor disability and reducing their vulnerability by addressing their basic needs and specific needs.
Actual activities
The situation of the most vulnerable persons leads to implement a 4 dimensions intervention
1. Identification of PwI and or Disabilities at Hospital care houses camps and communities levels
2. Provision of rehabilitation care to PwI PwDs and their caregiver including training and counselling distribution of Assistive and Mobility Devices provision of PampO appliances
3. Direct provision of tailored psychosocial support sessions at HI Rehabilitation Center camps and Community level
4. Education to the risks and effects caused by conventional weapons
DESCRIPTION
Under the direct responsibility and support of the Emergency Relief Department Desk Officer you will be responsible for
â??Ensuring the global coordination of the program implemented in your country
â??Representing Handicap International towards institutional donors local authorities and partners
â??Ensuring application and respect of logistics accountability and financial procedures based on the direct supervision and support of Administrative and Logistics Coordinators
â??Ensuring the operational management of the team placed under your responsibility
â??Ensuring strategic programs development in accordance with humanitarian needs identified as well as financial opportunities to be raised in the frame of Handicap Internationalâ??s mandate and expertise
â??Ensuring the security of the staff members operations and means related to the program under your responsibility in coordination with the field security officer
â??Ensuring the smooth integration of your countryâ??s activities in a regional emergency strategy
â??Ensuring smooth and regular reporting activities by all member of the mission toward Head Quarters
MAIN TASKS OF THE EXPATRIATE
COUNTRY REPRESENTATION
â??You are the main interlocutor of Handicap International towards local authorities institutional donors humanitarian actors and partners
â??You participate actively to coordination and information meetings
STRATEGIC DEVELOPMENT OF THE PROGRAMS
â??You regularly follow up humanitarian needs donors strategies financing opportunities into the region
â??You regularly update programs strategy suggestions for Handicap International in the country
SUPERVISION AND MONITORING
â??You ensure the coherence and the homogeneity of all projects under your responsibility
â??You organise and animate team coordination meetings as frequently as possible
SECURITY MANAGEMENT
â??Update security plans in collaboration with the field security officer and Desk Manager
â??Ensure the strict respect of any applicable security measures
TEAM MANAGEMENT
â??You ensure strict application and respect of the General Terms and Conditions of engagement for expatriate staff of Handicap International. You can suggest to the desk officer precisionadaptation of certain rules
â??You define with each expatriate his action plan and delay for reaching defined goals
DIRECT SUPERVISION OF INTERVENTION
â??Supervise the logistics and administrative department in links with the Administrative and Logistics Coordinator
â??Supervise the implementation and the follow up of the activities and the partnerships from an administrative operational and strategic point of view in links with the Technical Advisors and Field Coordinators
REPORTING
â??You receive and take acknowledgment of technical sitreps sent by your team
ou write the missions monthly sitreps and send them monthly to the emergency desk officer

â??You ensure a smooth information flow towards regional representation
??§You may be asked to participate to regional external events workshops meetings.
