    Director Community Management



    The Director Community Management plans, organizes, integrates, fiscally controls, directs, administers, reviews and evaluates the activities, operations, programs and services provided by Madinainova's TPQ Registry & Permits, Master Community Management, Operations & Facilities Management and TPOC departments, which acts as the regulatory, administrative and municipal body of the Island. The Director Community Management is appointed to develop and carry out policies, programs, clients' premiere service offerings based on well-defined strategic plans and budgets

    Oversees the development and implementation of Community Management business process and policies to ensure the adaptation of such policies.
    Oversees the Land Registration Systems development and ensures successful delivery of the project in order to provide a high standard of land registry system in TPQ.
    Manages and reviews resale recommendations to for ED Portfolio Management's endorsement prior to P&CEO approval.
    Directs the execution of Title Deed Issuance and ensures that the process is finalized in a professional and timely manner.
    Plans, directs, and manages the provision of Single Window services that includes processing of:
    Issuance of residency permits for TPQ investors and unit owners
    Clearance certificates
    Renovation / modification requests
    Trade licenses and signage licenses
    Residential access passes
    Kiosk licenses
    Exhibition licenses
    Event licenses
    Facilitation of IPTV subscriptions
    Electricity and water transfers
    Oversees the TPQ Master Database management that regulates the well keeping and distribution of TPQ data.
    Plans and evaluates management staff performance; establishes performance requirements and personal development targets; regularly monitors performance and provides direction for performance improvement and development.
    Plans and manages Community Management manpower requirements.
    Oversees the development and implementation of Community Management business process and policies to ensure the adaptation of such policies.

    Reviews budget allocation to all Community Management sections and departments in accordance to short and long term goals of each department.
    Endorses payment recommendations on provided services for Community Management in line with the budgets prior to ED Portfolio Management's approval.
    Ensures that profitable business plans and strategies that would generate sustainable revenue are generated for short and long term stability of the company.
    Oversees the financial functions of Community Management by ensuring proper collection of fees for various services (i.e. Master Community service charges; Community Association charges; and Single Window service charges).
    Oversees establishment, development and management of The Pearl-Qatar's Ittisal Helpdesk operations and administration.
    Manages the development of TPQ universal access card system and ensures revenue generation for the same.
    Reviews and approves all contracts associated with services being provided by Master Community Management, Operations & Facilities Management, and TPOC.
    Ensures that Master Community rules and regulations are adhered to by all residents and retailers.
    Oversees and directs the activities of Master Community, Operations and Facility Management, TPOC and Ittisal.
    Oversees the management of service providers.
    Oversees the management of Community Management contracts, security, cleaning, landscaping, Envac, RO plant, traffic contracts etc.
    Manages all FM contracts related to Co-Owners' Associations.
    Ensures the upkeep and ordinance of the Island.
    Works closely with E&C to coordinate all construction and handover of projects to be managed by TCAD, TPOC and Community Management.
    Works closely with other related departments in operating TPQ, such as Project Management Office, Internal Audit, Finance, Human Capital, Development Directorate, Operations Directorate, Commercial Directorate, and Portfolio Investment.
    Works closely with other investors on the Island, making sure that services are being provided to them in an orderly fashion.
